It comes preoiled ready to use. If you clean it sometime down the road you would use a kit (like K&N) to clean and reoil.
Some people don't like oiled filters because they are worried about them causing issues with the MAF. So far I have never heard of a single issue on these on any other boards of an preoiled filter causing MAF problems.

I have the JLT cold air system. I bought an extra filter, $50 and always have a filter cleaned and ready when I need it. When the filter get dirty looking I change it.

If you are weary of an oiled filter, or just don't want to deal with the hassle of oiling it, you can look into the Amsoil EaAU filters. They make a perfect match for the JLT system, I have one. It is a dry filter, and supposedly filters better than the standard oiled filter and still flows the same amount of air.
To clean it you just use a shop vac or compressed air to blow out the junk, then put it back on. Good for at least 5 cleanings...that would last me about 75K miles.

the JLT kit uses S&B filter. Here is a link to their cleanin instructions. I used my K&N oil to clean/oil mine

The filter that fits the JLT II is the EAAU4090. Perfect fit, and it is blue which I like better than the red oiled filter. Great quality piece from what I can tell. It looks very well constructed, and I have had no issues with it so far.
I got it because I picked up my intake used and the filter was already getting dirty. I needed to clean it and I would have had to buy the cleaning kit and oil anyway. I also really can't afford to be without my wheels for a day either, so waiting for a day to dry out the filter after cleaning it was not an option.
